1987 Montreal Protocol on Substances that Deplete the Ozone Layer
The international will to protect the ozone layer expressed at the Vienna Convention in 1985 was harnessed in 1987 by the adoption of the Montreal Protocol on Substances that Deplete the Ozone Layer. The Montreal Protocol was the first international agreement to provide preventative measures to protect the global environment. The agreement provided for restrictions on the production and consumption of certain CFCs and halons. After its original adoption, the parties to the Protocol have met regularly to review the control measures, to take further action on CFCs and halons, and to extend controls to other ozone depleting substances (ODS).
